INTRODUCTION
The implementation of the 1991 Local Government Code of the Philippines has opened various avenues for the people's participation in governance. It paves way to a more democratic process wherein people and local government joined together for effective and efficient governance.
Through theses venues Particpatory Center for the Development of Urban-Rural management and Local Access Inc. (PAGDUMALA) a non stock, non-profit social development agency based in Davao City responded the call in the promotion of genuine people's participation in local governance.
PAGDUMALA together with Barangay 33-D, BAGOROMA, Poblacion District,Davao City and its People's Organizations (PO's) forge a partnership to conduct the Particpatory Barangay Development Planning using the Participatory Resource Appraisal approach (PBDP-PRA).
The PRA method was used for data profiling and analysis of information gathered to know the particular or over-all situation of the community in preparation for local development planning. The purpose of the Participatory Barangay Development Planning was to effectively operate the process of people empowerment through community particpation. The over-all goal was to provide the conditions and create an environment that is conductive to the promotion of local autonomy. The PBDP-PRA consist of four phases, namely 1. Data Gathering, 2. Data analysis, 3. Problem Prioritization and 4. Plan Formula.
